Campfire fines?

Does anyone know what the fine is for starting a campfire on Federal land in Arizona during the no-burn days? It seems to me it should be higher than what it is, because so many people get caught doing it, and they do it over and over again.

Violation of these prohibitions is punishable by a fine of not more than $5,000, imprisonment of not more than 6 months, or both.

It did not give a minimum.

I think it is left up to the judge that oversees the ticket. I think their should be stricter rules for this. So many people cause fires just because they refuse to listen and think they know what they are doing.
