PADIs minimum age for a junior open water cert is 10 years old.
PADI Junior Open Water divers are limited to 40 feet and must dive with a dive professional (Dive Master or Instructor) or certified parent/legal guardian.

I do not know if I would want my 10 year old doing it though.
