The law in my state changed recently and made the small scooters legal to drive in the shoulders of most roadways. These people aren't required to purchase insurance nor are they required to have a license. This has to be bad. Are there other states that have done this?

Yikes; I'd be kind of concerned. Even when I rent scooters in most places, I need a driver's license. How else can you be sure that the person is a responsible driver who knows the rules of the road?
Hmmm, that is a little disturbing. A scooter can cause an accident and if the driver doesn't have insurance, then what? Then again, I suppose a bicycle can cause an accident just as easily and they don't have insurance.
