He suffocated because he tripped and fell face down, and the pack was too heavy for him to be able to move.

The aliens asked the CIA what to do with him, and the CIA told the Aliens to just drop him in the desert, that no one will find him. The NSA operative listening to the communications felt bad about the man being left out there all alone, and made an anonymous phone call to search and rescue.

Seems like a guy who fell from a plane onto hard desert pack wouldn't be lying with his face down. He'd be lying with his head, arms, and legs separated from his body.
