Scuba diving for Maine Lobster?

I know that it is illegal for a scuba diver to catch lobsters in Maine, but I'm wondering if there is anywhere that it is legal for a scuba diver to catch lobsters for personal use. Is there some sort of fishing permit you can get?

If you are a resident of Massachusetts you can get a license but the won't give to non-residents. I'm not sure about Rhode Island or New York though.
