I carry a firesteel and a lighter. In my pack there's a thing of strike anywhere matches, some dryer lint, and some lint soaked in candle wax. I've gotten pretty good at building fires even using somewhat wet wood.
It would be very strange if I don't have enough stuff to light a fire, yet I somehow have an animal I'd consider eating. It'd basically mean that I've lost all my stuff but a knife to build dead fall traps.
