Default repainting the boat

My uncle is doing this now and he keeps having this odd issue for the markings on the boat. Whatever the last owner did is messing with him now, he has gone through 3 paint types in order to get the new paint to stay and not bleed out. Any ideas, its like it refuses to be repainted.

What material is the boat made from? If it's fiberglass, he may end up having to sand the areas that bleed through down to the gelcoat and apply a thin layer of new gelcoat. Even that's not a guarantee, since the paints the manufacturer used can bleed deeply into the gel, especially when its still a little "green".

Hi...


Has anyone checked this out with a paint or marine store? There are some paints which are formulated to cover a lot of "defects", etc. without letting them bleed through the new covering of paint.


NOTE:

Some bottom paint has copper in it and is designed to "bleed" as a way to keep the bottom from fouling. Or you may have some incompatible materials like wv said. It is important to rough up the surface, prime correctly, and then paint.

Adhesion is simple chemistry. Make sure are knowledgeable about your materials.

We had this problem when we had a boat. It was a steel hull and we had to sand it right down to the bare metal and then put some sort of a wash on it, then prime before we could get the paint to adhere properly.
