Is this going on in other areas too? A friend of ours does not live far from here and he said the local papers are going crazy since his small town is full of hikers and camping folk.

Sloppy campers!!! Folks leaving trash behind and not taking care of the campgrounds. If you've ever cleaned up behind some of these folks, you would know why there are camping bans in some areas. Not to mention the drunk and disorderly and lack of safety practices.

On the Brazos river around Lake Whitney the Corps of Idiots....er....Engineers has closed most of the parks to day campers. If you wanna go to the lake for a family picknick your are S.O.L.!!

This kinda defeats the purpose and those people are ruining the thing for us who are responsible, so to say. I sensed this would happen in some places.

You are all off track here. The article is talking about public places that are not camp grounds. The article states that the town is trying to stop people from camping in places like the city park, and plaza. Camping in these areas interferes with the rest of the public not being able to use the park as it was intended.
