It has been a serious problem for over a hundred years of National Monument status and later National Park. The Antiquities Act of 1906 just doesn't seem to phase anyone. Teddy tried. Now it is just a National Park rule with consequences.
I got a chuckle out of the guy who was a very early custodian. He stopped a group in a Model T who were trying to abscond with over a hundred pounds of rocks. They refused to give it up even after he showed his badge. He went back to his truck and drew down on them with his Winchester. They put the stuff back.
Tons still disappear every year. I stole a big chunk when I was four years old, shocking my parents, and still have it. They say the statue of limitations has run out and don't care about that one. I asked a Ranger. I have heard of SWAT team tactics with automatic weapons for a couple who disregarded posted signs to a restricted area.
Its good to keep current and observe restrictions and just take pictures. They take it seriously. Some are all business and will inquire about your permit. I have had some good laughs with some of them. They even helped me identify some things I photographed. I have found stuff that I will share locations with nobody. I like to see the things in the living outdoor museum and the preservation in situ.
