I once had a dog owner next to my site whose dog was just a pain in the ass. They tied the dog with enough leash that it could get into my site and the dog was not reacting well to being tied. After a few hours it started growling in my direction and got worse when I was cooking meat and it hadn't been fed. I finally went over and told the guy to fix the situation and he accused me of bringing a weapon onto his site. I often carry a knife sheathed on my belt when camping.
Never did get the guy to understand that a knife is just a tool... but even when it's not... it's still less of a threat than his hungry/angry dog.
