| Anyone who fails to take advantage of PPE's (personal protective equipment) is definately increasing risks.
I'm sure laws will vary from state to state, city to city, and enforcement will vary as well.
That being said, I think we depend way too much on govenment telling us what is safe.
Face it, hot coffee is hot, falling on your head on concrete is going to hurt, and if you fail to use PPE's you enhance the human gene pool by vacating yourself from it.
