How many square feet of land do you need per horse do you need to make sure they have enough room to keep them healthy?

Where I am, the county says one hoofed animal per acre. Not sure if you can get away with less, but that is their rule. I am trying to figure out if that means goats too though, especially pygmy goats.

Talk to your local agricultural extension agent. It varies from one location to another.
In my area it is 3.5 acres per 1000lb beef.
