| NJ (where I live) only offers short term licenses to non-residents. Residents have to buy the annual one. For out of staters they offer a 2 day, 7 day or full year.
NY offers annual, 7 day and 1 day licenses for both residents and non-residents. They really soak non residents though. 70 freakin' dollars for the yearly non-resident license. In NJ it's only $34.
NJ and NY both offer two "free fishing days" each year where no license is required.
